If i kill tequtl with a lvl 60 char do i still have a chance of getting the box of the sunless weapons?

I believe you need to be 80 to get the weapons, but if you’re part of the group that kills him, you will get something.

The key is that you can’t solo him. There’s a guild (cross server) called TTS (amongst others) that can help you out.

Ascended boxes should only drop for lv 80s, since the weapons are all lv 80. At least, that’s how I understand it.

Just level up your toon. That’s the safest bet. We’ve killed Teq hundreds of times, and some of us have never seen a box drop. If you don’t get a box, it’s hard to tell if it was because of bad luck, or because of your level.
