New moon occurs when the moon is on the same side of Tyria as the sun in its orbital Revolution not its Rotation on its axis, so there can be no solar reflection seen from Tyria.
For it to be a Lunar Eclipse the moon is on the opposite side of Tyria and Tyria’s shadow umbra when it completely covers the moon.

So…

It could be the new moon which is normally completely devoid of light except for the reflection of the sunlight off Tyria,

or

it could be the moon in a full umbra lunar eclipse.

or

Maybe the Mad King is beta testing some new software for a next month release.

All would be completely feasible.
