Khilbron’s set has those stats if I recall correctly, so you may want to buy the remaining pieces from TP. It may be a bit expensive though.
Yes, its incomplete. Same as the pow/vit/tough set. I have already posted about it but Anet did not leave any comments on it. Perhaps Anet wanted the players to grind some other set and transmute into this set.

@FateOmega Hmm…I don’t know. It seems…dumb, for lack of a better word. They really shouldn’t be putting those armors out there if people can’t even get the stats they want from them. They’re already forced to combine different runes even if you like the rune of Lyssa, Grenth, Balthazar, Melandru, Dwayna, or Infiltration because each set doesn’t have the same stats. So, they really shouldn’t be pulling anything like that. I’m convinced someone goofed. Or rather, I’m trying to give them the benefit of the doubt.
@Draeka On some pieces, maybe, but not all the pieces will have the same stats within one armor category. In fact, none of them has consistent stats. You have to go to each temple or the Gate to Arah to mix and match pieces(which is fine because you have to go to all those events to unlock, presumably), and even then there may not exist a complete set with the stats you want.
I’m looking on the wiki right now, and according to what’s there, light medium and heavy armors are all missing either one or two pieces from a +power, +vitality, +toughness stat combination on these armors.

Yea, I’m aiming for a set of light gear for my ele with power/toughness/vitality, and there are no legs with those stats. At least not from karma vendors.
I know your feeling. I know the Heavy shoulders are missing for Precision/Toughness/Conditions as well, so what I have done was find similar shoulders on the Trading Post and transmute them into Orr shoulders so that at least my gear matches in appearance as well as in stats. I was strapped for cash at the time, but it seemed to be the only reliable way to do it.
Meanwhile, some of the Temple vendors have duplicate stats of the same slot. For example: Heavy Whispering Pauldrons and Heavy Rubicon Pauldrons have Healing/Precision/Vitality … the only different thing are the Runes, but even those can be replaced with your favorite set of Runes, Crests, or Orbs. Perhaps one of those should have been the Precision/Toughness/Condition piece.
If anything, I would suggest the non-craftable stats should have some duplicates in case one of the temples becomes contested, while the craftable stats should be unique to certain vendors or not even available at those vendors.

I’m just saying screw it and wearing magic find armor for everything I do these days. Saving my karma and gold for when the everything’s fixed.
An alternative to maxing out just three stats could be to spread it out a bit more. Some stats complement eachother, and become more effective when you have both. Toughness and Vitality is the best example, since more health lets you resist more damage. Stacking just toughness won’t make you as sturdy as sacrificing some toughness for vitality. So, for those two final pieces, maybe get some vitality? I haven’t looked at the exact stats, but there should be some kind of vitality/con. damage gear, right?
Brewbeer, after looking through the 6 karma vendors that sells Orr gear, anything with Condition Damage attached to it also includes Precision and Toughness. However, following your suggestion, Carrion would be a nice alternative since it has Conditions and Vitality.
In a min-max point of view, however, I have read around that power has little impact for some Necromancer condition builds. I don’t have a Necromancer character, but I would suspect that they have a Toughness conversion trait; similar to how Warriors can pick up a trait that gives power based on 5% of their toughness.

Problem with Necromancers and Power is that if you’re going for a Condition Build, Scepter is your weapon of choice along with Staff. The only weapon that scales remotely well with Power is the Dagger, Staff being somewhat ok with it. Axe is pretty crap all around and scaling is non existent with the Scepter (Bleed weapon).
If you were going for a condition build and are shooting for Rabid, Power is completely wasted stats wise.
And yes, it does suck for Necromancers. I went for a support healing build and thus shot for the stats similar to the Shaman’s Amulet (Condition, Healing, Toughness), however it only exists as rare drops (Tahlkora’s) and pumps Condition, Healing, Vitality in PvE. No karma vendor carries this spread nor does any crafting gear. The only silver lining was that Tahlkora’s wasn’t popular when I was first purchasing it but I believe it’s rising in price now.
I’m working on a Power/Vit/Tough set for my Guardian now which Melandru and the guy in front of Arah carries. But between all the vendors, you’re still going to short the helm which you will need to either get from WvW/Sorrow’s Embrace/Honor of the Waves.
Now if Melandru’s quest chain will stop bugging and actually give us the vendor…

Not trying to rain on your parade but that also means your character has mediocre stats and isn’t specialized in anyway.. Especially considering how certain abilities perform much much better when you heavily stack certain stats, it’s setting yourself up to be the jack of no trades.

I disagree. I already stack my main stats with my accessories and weapons. As a necro who does WvW alot I need to be able to fight in many different situations. I personally find the mixed stats on the base set helpful (although the runes from my set are specifically tailored towards my builds main stats)
Necros strength in WvW IS being a jack of all trades IMO.

If you don’t focus on the same stats, you’re kittening yourself. Regardless of the situation.
Also, it’s not a justification for not having complete sets for people who want to focus on stats they deem useful, whether or not you agree that it’s good/bad for your class and/or playstyle.
If you want to mix stats, feel free. I, however, do not want to. The point of this thread is not about whether or not you like that they don’t have complete sets, it’s that they shouldn’t. You may like to be forced into diversifying your stats, but I don’t because, in my experience, it’s bad for you. There really isn’t a need for there to be the same pieces of armor with the same stats but a different rune depending on which temple you visit and not have 6 pieces in total with the same stat bonuses.
Like I said before, I’m most likely going to have to find a different rune anyway because, out of the 49 different runes that exist, only 6 are actually available through these vendors. Chances are that you won’t use the armor for the runes. You’ll use it because you have a lot of karma built up and what else would you spend it on except for exotic armor?
Using different runes isn’t the point because I’ll probably have to do that anyway. The point stands that, if I lack the appropriate stats on one piece of armor, I’m failing to min-max my build. It might be a small loss, but, in the scheme of things, it’s a loss nonetheless.
TL;DR – There’s no reason to have 4 or 5 pieces with specific stats and not the 5th or 6th piece. You might like to be “forced” to kitten yourself(diversify your stats), but I don’t and I shouldn’t be “forced” to.
