The Old Dragon's Jade Claim Ticket
You can, indeed, as long as it is in your inventory when you speak to the appropriate NPC. At least, you could previously. If something changed with this patch, it wasn’t announced.
Go to the Trading Post in LA and talk to the Black Lion Weapon Specialist in there while you have the ticket in your inventory. He’ll offer an extra option.

Nothing with any dragon’s jade claim ticket cost, despite what the wiki says. I’ve been stuck with this apparently-worthless ticket now for months.

Try taking it to a Black Lion Weapon’s Specialist.
I thought you can just double click the claim ticket to summon the interface. Is that no longer true? (I’m 90% sure that’s what I did when I used my last one.)
