It basically is. Here you can only talk about things which you can discuss in a fully objective manner. For example, item stats, builds, such things.
For everything else, just use reddit.
Yes and no. They do their AMAs there, and some of the devs make the occasional comment. As a community space, the official forums are less transient and less sh—posting. We can actually have serious conversations here without the topic hiding itself within a day or two.

They’ve said Reddit is used for AMA because it’s a better site to handle a rapid Q/A discussion than this busted down old forum software.

We like Reddit just fine, but there are differences between the two media. Official information, update notes, new about upcoming releases (we’re working on one of those now, actually), and other official info and substantive posts are presented here.
Our “Dev Celebrations (AMAs)” take place on Reddit because the formatting works for them, but that’s not an indication of any sort of official migration.
As to dev “freedom,” well, devs are free to post as they wish here, there, or anywhere else.
