The dead skill point challenge NPCs...
It’s a bug. Bugs trigger for different reasons and under different conditions so it can be hard to replicate them in a test environment. They’ve been working on fixes and while some skill points have been fixed, some bugs are more persistent.
If it were possible to wave a magic wand and fix them all, it would have been done already. Simply demanding “fix it!” does nothing because it is a known issue that is already being worked on.
Until then, when the servers are reset after maintainance the skill points are usually active for a time, when you know that the servers were restarted recently return to the bugged areas and check to see if they are active. There is nothing more you can do.
