The game is not thoroughly tested
They do test. They test frequently. You don’t need players or even a human being to test a lot of things. They are called Unit Tests. Using Unit tests they can make sure a lot of systems are functioning properly without the cost of humans testing them. The problem is unit tests are themselves are programs and will not catch everything(They may catch if the Taquatal phase trigger is not moving to the next phase which if it is triggered it will. However it may not catch a problem with the trigger not triggering itself because the server during its check on % has passed the trigger point. Don’t want phase 3 triggering at the same time as phase 2 do you. Basically that is a bug and the thresholds on the check are messed up. It is a difficult problem and taking longer to fix then something not doing damage. It also was not bugged at the release of the boss something happened afterwords.) They also test with a massive amount of bots. Performance wise they test real time and have monitoring software. They also have Alpha testers that look at things and determine things only humans can determine.
I’m guessing here of course, but I don’t see Anet ever using a PTS for the simply reason they focus too much on the “Economy” of the game. A PTS would show changes that may/may not effect that economy and those in the PTS would be able to exploit the market against those that do not.
While the situation can be applied in any other game with a PTS, most do not generally protect their economy as zealously as Anet does this one.
Again, that’s just a guess of mine.
The economy is so terribly broken in GW2, I do not understand why they would even try to protect it. GW2’s economy is like a computer animation to demonstrate hyper inflation.
The reason we have no PTS is that with people knowing what will come as release soon, the hype for the new content would die the second the PTS were up.
The updates have so little content, that people would actually burn down the forums before we get the stuff, unlike now, when people do it when they get it on live.
Sounds counterproductive for ANet to me.

I don’t disagree with you at all. As I said i was guessing as it’s the only thing I can think of that makes any sense… though your idea there fits equally well.
