they said after Halloween, so probably within the month.

I don’t think the game has patched yet? I would assume the lottery will take place after the patch, likely when players can no longer earn/turn in lottery tickets.

I am guessing the lottery has not happened. The skins are the same quantity. I would assume they would increase as people will sell them

As per what the skiritt npc says. The lottery was supposed to end in two weeks. That’s today right ? Or are the hoping for more people to buy scraps with gems….

Is the NPC still there? He said to come see him after Halloween.

Are the Gem Store Candies still for sale?

I’m kind of anxious to know when the raffle will happen also. Although I’m sure, a lot of us are going to be disappointed when it happens…

Is the vendor still there, now that new patch is up? (At work so I can’t tell) Also, are the shiny wrappers still dropping from ToT bags?

Terksli is still there but he just says something like "hmm.. so many scraps.. what to do next.. need a new job. "

Skritt are stupid when they are by themselves. Someone round up his comrades so he can start thinking clearly enough to reward me for my Shiny Foil Wrapper dedication!

Are these skins going to be account bound or tradable ?

Is there going to be a mad dash to the skritt to claim a prize?

Some people may be sleeping, working, or just not logged in at that time. I really hope they give a time of the draw of a fair chance to sell to the highest bidder

They’re going to be sellable, that’s been confirmed.

And no, there won’t be a mad dash to the skritt because the items are being mailed to the winners directly.

As for some people being busy when they’re first distributed and missing out on the “mad rush” to sell… yep. But that’s pretty much unavoidable given the nature of the game being worldwide and all. Impossible to do it at a time when EVERYONE will be around.

To answer some questions:

The game has patched.

The foil wrappers are not for sale in the gem store any more.

The Skritt is still there but he’s not accepting any more foil wrappers.

I don’t know if wrappers still drop from ToT bags but they’re useless if they do.

I don’t know but I assume the skins will be exactly the same as the ones from the 1st Halloween, meaning tradeable.

The skritt already said they will be given out by mail so there’s no risk of missing your prize if you weren’t online at the time it’s decided.

The prices probably will drop shortly before/after the prizes are given out, but they’ll go back up again afterwards so if you’re one of the winners and looking to sell you might actually be better off waiting. (For example look at what happened to precursor prices when the Karka event ended and a lot entered the market, the prices dropped then climbed higher than they were before.)

So…. almost one week later and still no one knows anything??…!

There is a thread posted on this subject by an Arenanet employee.

I would assume that he would at very least post in that thread once the awards have been assigned, if we are not already made aware of it through some in-game development.
