The point of "time gating"

A time gate is simply some activity where a countdown clock in one form or another prevents you from doing the same activity again within the time frame. Daily server resets at around 4pm pst (i think) is a time gate on daily achievement points, weekly guild mission resets, things that can only be crafted once daily, and the “daily rare” chest from world bosses are all examples of a time gate.
It is just an attempt by the devs of any game to force some things to take longer for the ultra wealthy, in GW2, they would have had all their ascended weapons and armors done on day 1 without time gating for example.

Time gating was implemented to slow down the players who would intentionally grind stuff as fast as they could and then complain that the game is too grindy.
It’s basically artificial longevity.
To force players to log in each day. Pretty much all online games do this one way or another.
In a case of GW2. Your timegates usually involve the TP, either buying the materials, or selling your refined Bolt/Ingot/Plank.
What happens when you bring up the TP? You get shoved to the gem store, waving their latest items in your face. You never miss an offer on the gem store if you log in every day.
Also, artificial longevity to take away from the fact there is very little of interest to do at this point in the game unless you’re a new player – about 3 hours new content fortnightly at most.

It’s better for less wealthy players. They can use their “time gate” to make absurd profits from the rich rushers by selling “time” when the time gated items are massively in demand. For example, I sold my Bolt of Damask for 15g profit on the first day.
