Tactician Yivva says they CAN establish waypoints, not that they WILL establish waypoints.

Interesting … for most trips it would be faster to just run to your destination but would be nice to have the option.

What would REALLY get interesting is if the fee between those WPs was covered by the pact as lore-wise more people getting somewhere they are needed ASAP only helps in the fight against Mordy.
