Yeah sometimes you get a green. Usually it’s blues though.

Once in a blue moon you’ll get a yellow, for farming purposes you are better off killing anything but the dragons, must be some other reason..

I’ve perhaps done the Jormag event less than 10 times but yesterday I got my first rare from the chest, so purely on my experience, its been buffed if anything.

I dont think you quite understand.
For starters anecdotal evidence isnt really evidence.
Secondly the change to jormag is as far as I understand increasing his spawn timer, not a change to the loot he drops. Your comment about his loot being “buffed” is inconsequential because the loot isnt what was changed.
