Does anyone know what would happen if two people are tied for toughness in raids? For instance if a chrono and a druid are both at 1401 how would the boss choose who to target? Would it stick with that target the whole time or would it change around?

Proximity. It’s most notable in Vale Guardian if the tank gets himself teleported away. The boss will then look at either who has the most toughness or who is the closest if everyone is tied. So if it’s the same from the start he should chase whoever is the closest.
