Guild Wars 2

Was just running around looking to collect more weapon skins when i came across Sylvari and Asura cultural weapons. Their tier 1 and 2 look same. Why is that?

The first 2 tier of cultural weapons for each race are actually the skins you can get from the area I.E the Charr tier 1 and 2 are steam and flame weapons that can drop anywhere in Ascalon. Since the Sylvari and Asura are both located in Magguma they have identical tier 1 + 2 skins.
