Time Change For New Players
Theres plenty of boss timers online, I think there’s even an App for it.
Unfortunately they sometimes lag. We had this problem last time the clocks changed.
I had forgot to do my dailies last night so stumbled into the swamp this morning to look for the wurm. Then wondered where it was until someone reminded me. I knew the clocks had changed but I am used to games being on pacific time, which is in lock step with eastern time, so not having to make adjustments.
I did try to warn folks.

It hasn’t changed with the any of the time changes for the last 3 years.
It can’t hardly change to match real life clocks because not everyone switches the clock over and the ones that do, don’t do it on the same day.
ANet may give it to you.
This does seem to be another argument for listing the bosses in some UI panel in-game (optionally displayed) with their next appearance time. Your Mad King Says is another event that would have benefitted from a displayed timer.
Bosses and resets are always based on UTC and just like the sun is setting an hour earlier since Saturday in most of the US, so are bosses spawning and the daily reset is an hour earlier.

you know you cah set your clock to show server time in-game, and then learn your timers based upon that, server time ignores daylight savings as not everywhere int he world follows it, nor do they at the same times of the year….
