Ummm….can’t tell if the OP is trolling or has a genuine gripe about such a small and insignificant sound/animation. I’m leaning more towards the former.
It does bother me as well when it strobes, same way ceiling fans or swishing drake tails do. When I’m clicking the scrolls I make a point of moving away from the immediate bank area.
But it’s far more tolerable than the spammed high bell note we used to get. Perhaps that’s because people using the scrolls are doing it to use them, not to deliberately annoy. Also it’s such a cheerful and triumphant glow and isn’t a painful sound (to me).

Auto click macro + a stack of them = 250 animations in a second to all nearby clients. You could probably crash a world boss if it wasn’t culled.

Same, I atleast go to a less populated or secluded area before using those in mass numbers. The light doesn’t bother me as much as the sound though since I have the bank/tp window blocking it out.

On a day off, I’ll have it set fairly low. But after working all day hearing beepers/alarms/shouting, it takes time to hear anything at lower volumes. I do have a bomb happy engi, but I also have 7 other toons to swap with.
I just move out if I’m about to use those, simply out of courtesy as I’m sure I’m not the only one who wouldn’t wanna be randomly blasted by a stack of tomes or scrolls.

Actually it can last a lot longer than a minute depending on number of stacks. Some people have way more than one.
A consume-all option without the lighting/animation would be nice.
I don’t think it is inconsiderate for somebody to use their skill scrolls next to the bank or in a crowded area- but it is more considerate of them to move away. Sure, the animation and noise can be distracting, especially with effect volume turned up. If it bothers me, I just run a couple of seconds away from the player and I’m fine. I usually have my effect volume down pretty low anyway because the noise gets tiring if you’re running around in a zerg (mesmer GS1 skill in particular).
I agree that the effect of the Scroll of Knowledge etc could be reduced a little, perhaps more of a shimmering/sparkling than a flash of light and without any sound effect. The amount of these kind of items in-game now mean that they are fairly common place, so it seems kind of strange to “celebrate” using one with dazzling effects.
I find that awful bell music thing that some people play whilst waiting at a boss spawn to be far more annoying than someone clicking through a few books.

FYI – you can turn this completely off in sound settings (player instrument volume.) If you’re annoyed by it, just turn it off.

It is annoying, but often does it happen, really? Most of the time it’s just players using a couple of scrolls. Only once in a long, long while does someone decide to use, like, a whole stack of them.
I know I had to spam close to 200 for bloodstone from miyani a few times. Can’t recall anyone saying “stahp!!!”. Maybe a fix is Right click Use: slider for how many.
