Well of course it gives you EXP however it doesn’t say “Double-click to gain experience.”.
To train a mastery line you need ‘experience’ NOT a ‘character level’.

No. It gives you the exp required to get to the next level (or skill point) at your current level. This means that your current exp gets added to that, and so you’ll often end up with a surplus that counts towards the next level/skill point.

Writs of experience do exactly the same, but 5% of the exp to the next level instead 100%.

But they do NOT give levels. They give exp.

Now, why does it say that it gives you a level, because if they give you 100% of the exp required to get to the next level, you WILL get to the next level.

SUGGEST-A-TRON says:
PAY—ONCE—UNLOCKS—ARE—ALWAYS—BETTER.
No exceptions!

There has been a question about how Tomes of Knowledge will work in conjunction with Masteries. Will ToK fill up a Mastery Track?

The answer is, it will not. I still don’t know why I acquired it, but during the demo at PAX I got a reward chest and inside was a ToK. When I used it with the Glider track unlocked and active all it did was fill it a 5th or less.

As far as Mastery Tracks are concerned ToK are just big xp, so those of you that have a bunch of them will still be able to fill tracks fast, but it will still require a set of them.

It doesn’t mean it will be this way when the expansion starts, but at this time they do give exp.

You are too focused on the user interface. Think in numbers. The tome doesn’t fill the bar. It gives you a fixed amount of exp based on your level that coincides with the amount of exp you need to fill that bar, and end up with the bar at the same progress on the next level.

Since it’s calculated based on your level, and not based on what you are gathering the XP for, for now in the betas they give you the same exp you need for the next skill point at level 80 in the game as it is now.

Right now, that’s 254,000XP at level 80.

But masteries take much more exp than the exp you need for the next skill point. And so one of those books won’t give you enough exp for one full mastery.

That’s probably not final, though.

You can expect that if they do work with masteries in the final version, you’ll need several to fill one bar, and progressively more each bar of a mastery line.
Not one per mastery bar as each bar of a mastery track takes more and more exp. That’ll be insane. I myself have a stack of almost 250 of those tomes.
