Is destroing Toxic offshots in Kessex fastest way to level up? I mean – faster than doing events and heart-quests in other zones?
P.S. I currently have no money to level up with crafting.

I’m not sure if it’s the absolute fastest, but if you are on a high population server and running in a zerg, and you are using some sort of XP modifier (http://wiki.guildwars2.com/wiki/Xp), then it’s pretty efficient.

What I’m doing to level my newest toon, is run the Toxic events until I’m appropriate storyline level, do personal story, then go back to Toxic.

Event completion in general is the fastest way to level up. If you can find a good place to farm events then that is better than anything else. It becomes a self-imposed grind at that point, but it is effective. Personally I wouldn’t be able to just hit those off-shoots all day just to level, I would need some kind of break in the monotony.

Also if there is no zerg, you will not be able to complete the events.
