It’s for reducing used inventory/bank slots.
I would love to see a “Veteran’s Black Lion Key”. It uses the same chests but the key is different. It doesn’t contain xp, crafting, wvw, or killstreak boosters. The reason I don’t buy BL Chests anymore(outside of the fact that they are glorified gambling boxes)is that they contain tons of stuff that are useless to me. I have all maxed characters with max crating and zero need for xp boosters. With this new key, even if I ran out or had a need in the future I could buy the old keys but let’s be honest, none of us are gambling on BL Chests for the boosters.
I use the ‘glitter’ to convert the non-combat boosts to karma booster; I use it whenever I’m in a low-level fractal. The MF is useful during target-rich farming events, such as halloween, orr, etc.
The combat boosts can be converted to whichever is most useful to you. I find the speed booster is excellent for new characters, for map completion, and in WvW, especially for profs that don’t have a lot of natural mobility (e.g. mesmers).
Now, that’s not exactly what the OP asks for, but it’s a lot better than have 10 slots devoted to boosters.

Gold costs upfront? true enough. But you can profit in the long run by choosing well.
- More inventory slots → less time spent managing inventory. Time is money.
- Speed boosts → faster to get to events, through dungeons, etc.
- More XP → more skill points, which can be used for profitable promotion of mats or to avoid tedious trait unlock challenges.
- More karma → can be converted to gold, used in place of gold for gear, required for crafting things like legendaries.
None of that is huge profit, of course. But I doubt very much we’d do any better if ANet ends up offering any booster trade-in value.
Some of the items are also useful from a convenience stand point, e.g. I find the speed boosts invaluable for mesmers.

Never bought one ever. I have, at this time, 47 in my bank. They are pretty common. Someone that has that many boosters in the bank might have several Enchanted Boosts, as well. /shrug
