I have just come back to the game and want to transfer to play with friends, apparently i choose the wrong time because ANET is now enacting fees to transfer. Non of my toons are higher then level 10 so deleting them will not be a problem. Iirc from a beta event it did not cost gems to transfer if you had 0 toons is that still going to hold true.

The number and level of characters that your account has has no bearing on the cost of server transfers.

World transfers cost money as of today, a flat rate.

I think what OP is saying that he is not sure if he deletes all of his characters if he will still have to pay to transfer servers. There would be no characters to move, therefore no ties to the world he originally chose.

I would think that with 0 characters on the account you should be able to choose a world, if not I would contact customer service (live chat preferably) and see if there is a way around having to pay to move an empty character screen.
