I got the Superior Nightmare Rune from TA Explore on my ranger today, but I need it on my Mesmer. It’s Soulbound, so is there a way to transfer it?

Fine Transmutation Stone?
Black Lion Salvage Kit?

Anyone know?

Soulbound Rune on Character A > Put in lv 60 white armor > Put in Bank > Get item out of bank on Character B > either black lion salvage it, or fine transmutation stone it into armor > you’re welcome!

You can’t. What you can do though is transfer tokens onto your alt then buy it on your alt.

Can you use your ranger to transmute the rune to a level 60 white item, and then transmute that with your Mesmer?

If I put it in that white item, will the white item become soulbound?

I don’t know. It worked before in that it made the item account bound even though it says soulbound. Or maybe that is just with skins? But I haven’t tried it lately and don’t know if it’s been changed since last patch.

Maybe just add it to a white item and see if it can be transmuted off that with your mesmer?
