Nm, going to assume it has to do with the free weekend coming up. Still, it’s a nice time for people to move to certain servers and such.
Every server has a certain number of slots for player accounts. While the more popular servers do fill quickly, they need to make sure the number of open slots across all servers is enough to handle new account sales. So every few months they raise the limit on all servers at once, I assume by adding more hardware to the servers to increase the amount of memory and how many connections they can process at once. I keeps them from getting into a situation where they sell 50,000 new boxes but can only handle 25,000 new accounts.
And, yes, this means that every few months current players have a chance to move to a popular server or to the server where their friends are.

I’ve never tried to transfer so I don’t know how easy it is, but one of the complaints that rotate through the forums on a regular basis is “I can’t transfer to X server because it’s always full,” and this eliminates that problem temporarily.
I had one of my guildies who was on another server transfer to TC tonight…he was so happy…I don’t know why.

Perhaps, even though there is no real game-related difference between guesting to TC and playing there by default, he felt like he was “just visiting” and now it will be “home.”
A little bit like the difference between renting a house and owning it.
