If I have a legendary on one character and would like to move it to another, can I do this by using a transmutation splitter? Many people have told me it is not possible, but I do not understand why a transmutation splitter wouldn’t work.

Yes, you can. First you need to use a level 80 Transmutation Stone to transmute the appearance of the Legendary onto the stats of a low-level blue or white item. This will make the legendary account bound. Move it to the character you want it on and then use the Transmutation Splitter which will yield the original, soul-bound Legendary and the low-level blue or white item.

No, it’s soulbound to the new character.

I recently remade my Guardian because I finally had enough of Norn animations. My new Human Guardian now uses the legendaries. Transfer goes without a hitch.
