Yes its almost guaranteed to appear tomorrow in the gem store, they were already revealed to be added soon in the datamines.

Do you think they will add Transmutation Splitters ( http://www.gw2db.com/items/22227-transmutation-splitter-s ) to the gemstore in addition to giving them to people with legendaries tomorrow?

Why would you need to use them on any other items than legendary anyway?!
Event reward items that you otherwise can’t get again? Legendaries aren’t the only exclusive items in the game.
