I think they went with the cryptic route. The NPC is called Seis. The clue is Tremors in the North.
From there you can kinda work out the name of the waypoint you start at.

Just to pre-warn, looks like atm there is quite a bit of waiting around on this event as well. After the first area is done, the NPC hasn’t spawned in the next area. Whether it’s an intended long spawn rotation I don’t know, but just a heads up.
It could be an even longer wait, the game just crashed for me and my two guildies at once — maybe Seis moved to Snowden and the world exploded. The login server isn’t accepting us.
