UI options
Mods that changes ingame codes are not allowed in GW2 but overlays are all okay, like many overwolf overlays but I do not think these reduce the ammount of noice they usually increase.
It seems that you can not remove damage floaters but you can remove most name tags.
There are a few placement options for mini map and quest log but other than that GW2 has very few mod options, and aparantly these are stuff that GW2 Devs are okay with as there has been many suggestions to fix a more modifyable interface.

GW2 doesn’t allow mods. As Edgar said there are options to turn off some things, like name plates, but most of it can’t be changed. ESO actually went the other way, when it came out the UI was extremely minimalist and players actually spend years asking them to add things like floating damage numbers, numerical displays on XP, health etc. and name plates above characters heads. That’s why they have so many options for it – including it at all was a huge concession from the devs.
If it helps at all you do get used to it. I don’t really notice the numbers that pop up any more. There’s no way I’d have time to read them, so I never look at them and it barely even registers that they’re there.
