It is about 5:00PM Pacific Time. The daily counters for chests and events reset at this time, making it officially the start of a new day as far as rewards are concerned.

I think it resets at 4 now since we fell back an hour a few months back. As for Teq, look into joining TTS. It’s a guild collective that was made for the sole function of killing Teq several times throughout the day every day. You need to apply to them on their website. They don’t demand you to rep them all the time either since they really only do one thing. They just ask for rep when you are on one of their hunts. They do not belong to one particular server.
