Unbreakable Tool's
I’m not sure why you feel ripped off. The tools aren’t advertised as being account-wide unlocks. They are clearly sold as account-bound harvesting tools that never expire.
Sure, I’d also love a feature that allows me to use them on all characters without using up a shared inventory slot and manually swapping when I swap into a toon and before swapping out; that would be fantastic. I’d expect to pay more for that, because it’s even more convenient than the current everlasting tools.
Take another step there and allow the unbreakable tools to be skinned over with a particular effect. I’d like to try some new picks but I also like the steady inflow of watchwork sprockets.

There would be a massive outcry and demand for refunds if this happened as a great many players purchased multiple sets of tools long before even shared slots became available. It would be a bad business move if they did as you suggest.
I see what you all are saying, most people do main a single character too. I just enjoy being able to play everything. I guess I will just use the few shared inventory slots I have.
Would it be possible to suggest adding an item to the trading post unlocking shareable tool slots? I think it could work out nicely for the game and more profit.

the closest you are going to get is the shared slots. to me i couldn’t care less about shared tool slots but it will just be the same thing of other people being mad that someone now is benefiting from something that didn’t exist 3 years ago.

That’s a bogus argument that always gets thrown out in threads like this. How would that be any different from when they changed the tools from soulbound to account bound. There was massive outcry but it got sorted out. Surely some people weren’t happy and that’s unfortunate but I don’t see it as a valid reason not to make a good change. I have also seen plenty of people say that they’d still have multiple sets even if they did add shared gathering tool slots.

That you don’t see it as a valid argument doesn’t mean that it isn’t.
I’m not saying that it shouldn’t change, just that there would be alot of people bumping their gums about it. Someone who has spent tens of thousands of gems outfitting multiple toons would have I think a valid reason to be upset. Not from what others would get, but from what they had lost out on. As those gems could have been spent elsewhere.
Personally, I am also for shared gathering tools, but only as long as there is some sort of trade in service for those who have multiple copies.
I think you’re missing the point. It’s not simply that I don’t see it as a valid argument. There’s precedent. There’s no reason at all to think that they wouldn’t do it because of kittening off people who already bought multiple sets. They’ve made various changes that kittened off people who spent boatloads of gems. If that were a reason for them to not do it then the tools would still be soul bound. Salvage-O-Matics would still be soul bound.

You are correct in that ANet can do whatever they want, and they can annoy however much of their player base as they want with their choices. But they cant do it without causing drama amongst that player base, and potentially losing loyal high spending customers.
Only ANet can decide if it is worth the risk.

The two situations aren’t quite the same, however.
When they changed them from Soulbound to AccountBound, there were some people unhappy with the change who wanted refunds, sure. But most people were probably just fine with it, because there’s still plenty of reason to have multiple sets of tools if you don’t want to bother with needing to unequip them from Character A, bank them, then move them to Character B. And since the tools are ultimately a convenience item anyway, that probably makes up a majority of the people who bought multiple sets in the first place. If you’re willing to spend money on multiple sets of tools for multiple characters for the sake of convenience, you’re probably still going to consider that money well spent to keep from having to go through the hassle of bank transferring your tools constantly.
Changing them to straight-up shared across all characters automatically would mean that just about everyone who ever bought more than 1 of each type would be wanting refunds, because at that point there would be pretty much no reason whatsoever to keep more than 1 of each. The only reason to ever have more than 1 at that point would be aesthetics, and while there would certainly be some people who would be willing to keep them on account of that, its probably significantly smaller than the number of people who remained happy (or at least didn’t want refunds) with them with the Soulbound → Accoundbound change.
