Underwater exploration is a major part...
One day, game developers will be able to make underwater combat/movement fun. One day.
Underwater combat will probably be revamped completely once they tackle Steve (the Deep Sea Dragon) in a future expansion.

you must be playing another game then the rest of us…. if it is actually fun to have some combat underwater, well that is personal.
I thoroughly enjoy the underwater bits in GW2. Matter of fact, of all the MMOs (and single-player games) I’ve played, I find GW2’s underwater to be the most enjoyable. Part of that is specifically because there are no breath meters. Another part is because the water is crystal clear.
The initial dive from the surface is a bit clunky (and I wish I could actually dive off a ships or cliff — other than the diving goggle spots), but other than that, I think underwater is very well done. No complaints here.
I will admit, it took me a bit to get used to underwater exploration and combat. But now I enjoy it just as much as anything else. Though, it handles differently since you’re working with more dimensions.
I am sad, though, that they took out the PvP map that had underwater parts in it. I didn’t do PvP when I first started playing this game, so I never got to try that one out, and it seemed to have a lot of potential for fun.
I would love to do more exploring underwater, actually. My favorite thing underwater that I did was the Marriner Plaque thing. Seeing the Harbinger was really exciting for me.
I miss Quagnan Island in the borderlands. I very much prefer them over the wannabe spvp arena they replaced with.
Really REALLY, hope ANet gets back on top of underwater combat because honestly some Zones have BREATHTAKING underwater displays, better than what i’ve seen offered in other games.
If they ever do Bubbles, we’ll likely see more underwater content.
Underwater combat isn’t the greatest (though I do like unleashing a swarm of piranha with my spear gun), but some of the underwater areas ARE actually pretty fun to explore / have some neat stuff in them. I like finding underwater tunnels connecting bodies of water. L:
