You can sell them on the trading post even if bought with Laurels.

To clarify, they are not account bound or soul bound and can be traded

I think the only account bound unidentified dyes are from PvP reward chests.

Pvp dye recipe in mystic toilet are also acc bound but you can ID them and then sell on TP.
