The following are skins that were unlock-able skins from achievements:
-Slickpack
-Wings of the Sunless
-Holographic Shattered Dragon Wing Cover
-Scarlets Veil Skin
-Gas Mask Skin
-Fused Gauntlets
-Fervid Censer
These can be unlocked retroactively in a couple of ways.
1) A check on character log in to see if the achievement track tied to that
skin is indeed completed. If so, the skins are added to their wardrobe
(2)Making the achievement chests for those skins to be opened again to re-acquire said skins.
These skins are not available on the trading post, nor could they be sold so in no way is this a direct threat to the elites wallets.
Example:
I have the Achievement: “Boss Week” completed.
Attached to that title is a chest for: “Wings of the sunless”
Under my purposed idea, because I have “Boss Week” completed, the “Wings of the Sunless” will automatically be unlocked in my wardrobe, even if I do not have that skin anymore.

That’s not likely ever to happen. The whole point of a lot of these skins was that they were available during the event only. It promoted the achievement farming during the event. To go and make them retroactively available is going to raise the ire of a lot players, even when it doesn’t really affect them.

I have Mad Memoires: The Complete Edition.
I had to hand over the Mad Memoires to Tassi (I assume it was then destroyed) in order to make The Complete Edition.
I assume that because it’s not a purely upgrade-via-crafting/forging item the way the Blade Backpiece is, the code didn’t unlock the item automagically. But someone should be able to logic out “oh, if they have The Complete Edition, they clearly had the basic version, too” and add that to the code, yes?

This would make way too much sense.

I know a lot of players that hate seeing that skin, so the rarer the better.

No, you didn’t. I have both on every character i did this quest with (well, i had, after the wardrobe introduction i destroyed most of them). The second book was not an upgrade to the first, but a completely separate reward. I’m not even sure you had to finish the first book part to start the second one (though if it did require it, then yes, having the wardrobe treat it the same as upgraded gear would be reasonable).
In general, addressing OP’s proposal, it seems sensible, as long as it concerns only achievement-tied, account/soulbound gear.

You did not need to hand over Mad Memoires, but you did need to have finished the first set of quests, for the NPC to offer the next set of quests. Progression items seem to all be recipe-type items, and in fact, do ‘destroy’ the components needed to create the next item in the progression.
No skin or toy should be limited in time permanently.
Once the original content is gone, there should be still be eventually a way to get them.
When the content is cyclical, some of the stuff should stay as rare, and the rare stuff from past cycles should become incrementally harder to get every cycle, up to a reasonable cap.
And when the content is a one-time deal, there must be residual content (e.g.: fractals, the aetherblade puzzle and dungeon path) and in that content there has to be chances to get part of the rewards unique to that content. The rarer the reward originally was, the rarer the chances to get it in the residual rewards. So one can’t just o there and eventually get it by grinding because it may take eons, but someone who happens to be there may get really, really lucky and get one.
Why? To keep all of those things in play.
If you completely remove the source of an item, those who got it will eventually move to other new things, and they’ll be gone and forgotten. But if there’s a chance to get one back once in a while, what is old for some becomes something new for others, and there’s more variety in the game.
Kind of how BL weapons became permanently available but increasily rare instead being only a limited time thing.
As for people who earned items with achievements and quests (both living story and personal story if they can check which choices people took when getting rewards), they should make a pass, check those achievements, and unlock the corresponding skins for those who don’t have them. Accidents happen, you know, and regret is never fun.
I’m kind of surprised they didn’t automatically unlock earned rewards right off the bat. I know many people have either deleted some reward skins to make room in their banks, or have used the skins and since transmuted over them. Since we completed the content required to earn them it would be nice if they could be unlocked even though they might not be in our inventories anymore. It would be great if they could be thought of similarly to the Zenith weapon skins, etc., in the sense that an item that was worked toward and earned should remain available for multiple uses. Not that I’m saying LS rewards should have unlimited free applications. I wouldn’t mind paying the 1 transmutation charge for them. I just want the ones back that I already used and have since transmuted over since probably 99% of them are back skins.
In regards to Mad Memories, I think I remember seeing in another thread someone had a response from a dev that it would not be automatically unlocked since it was a separate item and you could possess it and the Complete Edition at the same time. Although since it was required to have the Mad Memories in order to get the Complete Edition, it only makes sense to unlock them both if you have the latter in your possession, IMHO.

I can agree to this, and perhaps it IS in the works. The wardrobe is still new, so they probably could do only so much before the deadline.
I would like to see a Dev response (probably wait till June sadly) on this. Just make it the wardrobe looks at your achievements. If a skin is attached to one and its completed, unlock it.

I did notice something odd….
The event rewards are available in the wardrobe as unlockable. However, my GW2 cap and devil’s horns (both originally town cloth items and no longer available) were not in there until I unlocked them. The reading glasses, also original town cloth item, and still available, are unlockable…
