Does anyone happen to know if it is possible to unlock skins without having to do the specific questline or adjective it requires?

So for my main ranger, i finished the story quest but when i chose my faction, i went with whisper’s. I really like the appearance of the vigil armor so I am wondering is it possible to still buy the armor and salvage to unlock the skins?

Only characters part of that faction can buy that factions skins. You will need to make a new character and pick Vigil instead to be able to purchase them.

Once the skin is unlocked though, all characters on your account are allowed to use that skin right? It isn’t locked to that specific character?

Correct, once it is unlocked in the wardrobe, any character can use that skin.
