If you unlock a skin you get from a drop, is it soulbound/account bound upon unlocking it through right clicking?

From my experience if the item would be soulbound/accountbound on equip then unlocking the skin does the same. It will give you a “are you sure” dialog just like when you equip it.

If the item isn’t soulbound/accountbound on equip then you can unlock the skin and the item isn’t affected.

I believe it soul-binds if you right click then unlock. I just salvage everything to get my unlocks. They don’t want you unlocking a skin then being able to sell it on TP, then everyone would do that.
