Since they use the same HP’s as the old elites based on speculation from HP’s seen in the Demo, does that mean we will be able to unlock the new Elite Specs using HP’s Earned from Maguma? As in, can I play the HoT maps challenges and use those HP’s to unlock the new spec AS LONG as I have the Xpack?

Yes, much like you could get 250 core tyria hp’s to unlock HoT spec. Hp’s are just hp’s. It doesn’t matter where its from. They all contribute to your total points which can be spend for your specializations. For the exception of WvW, those don’t count if i recall correctly (not sure on that one).
