C0R hitting 5 targets brings it in line with other aoe skills, so that’s not so much an adjustment as a bug fix.
It doesn’t address the central issue in wvw, in that it hits like a truck at max range. Stopping after kittens doesn’t fix the damage issue- and anyone with half a brain can position themselves to hit the back lines with it and ignore any melee, I’ve been doing this for years on a variety of classes, it’s not hard to avoid the melee train whilst on a squishie.
They need to take the plunge and separate out skills between wvw, pve, and pvp- then they can balance skills for pvp to their hearts content without ruining builds for pve players, who can’t switch builds at the drop of a hat by swopping one free amulet.

The guy in that scan definitely has extra vitality. An ele that has none will have less than 13k life not over 15k.

Your strategy isn’t good.
First of all you need to fix broken skills that do 17-20k damage like Coalescence of Ruin or Gun Flame on the week we find out the issues, not 3 months later, because these press 1 button to win skills are ruining the game for everyone in the competitive modes.
Secondly, we don’t want “meta changes” where you are just stuck into playing the same build for 3 months. We want balanced skills so that we can have Build variety as it was promised with the new trait system. The players should be dictating the meta by creative thinking, Anet shouldn’t be dictating it for them and cornering them into meta-builds that they have no choice to run, as it currently is.

I hold to my statement. What you said was clearly wrong, because if you play the class at least somewhat regularely you know that a full zerk ele has 11k+ hp.
Please don’t start making excuses now. You weren’t talking about cele, you were talking about people being in WVw without any vitality/toughness. If you’d known the base hp of an ele you wouldn’t have said that. Just check what you’re saying next time, that’s all I want.

The mesmer block has to be balanced around the fact that it can be used twice.

I’m sure you’re not refering to the Chrono bunker’s shield 4 skill are you? Only somebody lacking common sense and reasoning would be using that in PVE.
I look forward to personally kicking the first chronomancer I see using shield in pve just like I would do if they’re using scepter.
But of course you weren’t referencing the shield’s 4 skill because that would be insane for somebody to actually be worried about pve balance in relationship to that particular skill which is entirely useless for pve.
so wait, your not going to use shield in PVE? which gives quickness to allies, does dmg, and does heft dmg to break bar, or stuns enemies?
or is your plan to not use your phantasm generating skill at all, while equiping your best dps?
oh yeah the phantasm that slows enemies and gives alacrity to allies.
Im not saying the changes are the worst in the world, but im sorry guys, pve is different now, open world in hot demands more defense, better use of CC, and yeah, blocks for channels. Fractals needs good use of teamwork, and raids are difficult.

Back to pvp, making all blur not contribute to capture points is a bad idea, precog only might be ok (though it will now become a troll your own party skill), but mesmer has always been designed thats its best defense is timed use of blur.
Mesmer as a tank (hence the shield) that cant hold a point, is a fairly bad idea.
Thank you for once again screwing over PvE mesmers because of a flawed PvP design that promotes stalling over everything else. One wonders for how many more years your stubbornness on not splitting PvE/PvP balance will continue, even though you already learned this lesson in GW1.

Keep in mind that, used properly, the block is much longer than 2.25 seconds (due to the instance refresh, signet of the ether and continuum split).
The mesmer nerf needs to happen for PvP reasons. It is a shame that it will impact PVE as well – where Echo of Memory is providing some fun gameplay options for the mesmer.

The funny ironic thing is Tempest is being demolished in PvP and can only stand a chance if have another supporter, like chronobunker, to help a support tempest. If you watched the ESL yesterday would see all tempest died at some point and some even repeatedly.
We will only see the Tempest at its full capacity when condi Rev gets nerf. Until then tempest will be a bad sub in for shoutbow war with low hp which just melts away in a group fight.

Who cares? You can afk111111spam and still win in pve. Actualy, chronobunkers and mallyx rev are making ESL pro league beyond boring to watch. They need to do something.
The old ‘who cares spam 1 in pve’ argument, yeah no. Not only is it not true it doesn’t matter. The majority of people who play this game play pve and we play pve to have fun, we are fed up of our classes being made less fun due to the whines of people who care about cringe inducing things like esports.
Quite frankly I honestly think the people who do run around events spamming 1 have a better grasp of the mechanics of the game then the PvPers. At least they are actually playing the game, pvpers just sit on the forums whining that ‘insert which ever class was used in the last tournament here’ is too OP for them to learn how to beat while waiting for a new build to go up on metabattle so they can declare that OP.

At first I was a little disappointed about the Shield changes. Since it’ll now have a lower duration than off-hand sword but the positive is that the Phantasm will spawn quicker. I have to admit I liked using it to run and tank through PvE mobs because of the longer cast time, but I think I actually prefer the change for actual combat. It is true that the shield’s block is actually longer than off-hand sword if you factor in “Deja Vu”, so I’m cool with this.
I do sympathize with those that liked the longer block, it was nice to have for survivability in PvE.
The shield isn’t really the issue in PvP though is it? Personally Well of Precognition should be changed from Blur to Distortion so it can’t contest Capture Points or just leave it but change the Blur effect as a whole so it can’t contest Capture Points. That way it will have a minimal change to PvE.
I do like it when these balance patches happen on a smaller scale. Instead of the plan to do it every quarter or so, they should be done every week or fortnight when a problem really needs to be addressed. Nothing worse when you are handed down with a list of changes to one profession that comes out of the blue. You need time to adapt playstyles and equipment in PvE and WvW whenever a change happens.

The fact that you are blind to the problem is almost comical. I run with ~24K health (might actually be 22 in my current build). If there are >1 Rev I am dead without even being able to react.
At least in the past if I got jumped by a gank group I could have a chance at counter play. Not anymore.

All this arguing and vitriol between PvE and PvP is the same record Anet played during GW1. It took them years and the departure of most of the original PvP community before they listed then.
I don’t understand why they are once again trying an already failed idea and bashing their heads against it. Eventually they will concede to the obvious, but once again it is just far too late.
Please split PvP and PvE skills.

You get to use Echo of Memory twice, so it’s a total of 3s split into two halves that you can control, which in some ways is more effectively useful than a pure 3s block would be. Nevermind all the other utility/phantasm that comes with the block in comparison to the skills you highlight.
And in fact they ONLY mention Echo of Memory being reduced, so if Deja Vu has not been changed as well the second block will remain 2.25s for a 3.75s total.

Just because we main a character it doesnt mean we need to be blind about it. A good player sees the weak and the strong sides of his own character as well, not just complaining about the others!

I’m sorry but he does have a point. What you said initially was not true. 15k+ life on an ele is not an ele that has no investment in his vit. THAT is a fact.
Also, ‘get better gear’ is nonsensical. Celestial or pvt is not ‘better’. It’s different. ‘Better’ depend on context. PVT or Celestial for a damage oriented build is surely not ‘better’. Specially if you are a backline. What use is a backline tank anyway?

Exactly, don’t hold your breath. I know it might sound like I’m taking a dig at AN, but in fact it’s just a simple statement of truth that they obviously have too much trouble balancing skills as they are. If they were to split them, you’d being waiting years instead of just months for some of the broken ones to get fixed. (Hmm, well, there probably are a few existing ones we’ve been waiting years to get fixed.) Which is really why, I guess, so many people are concerned about balancing possibly being done primarily around pvp (not wvw) mechanics: because if they don’t split skills, it seems unlikely that they’ll be able to balance skills in such a way that they’re ideal for for ALL game modes. I don’t envy them, truth be told, it’s a difficult job and they’ll never be able to please everyone.

An ele base hp is 11,645, at 15745 I brought my HP up to the base HP of almost a medium HP level (15,922). The question is why should we have to waste so much of our points just to one hit of a class that has more base HP and hit like a truck at 1200 range?
Even if you have 3000 armor we’ve seen 14k CoR hits.
No skill should do that much damage, that’s what we are discussing here, “balance”. not “how to survive unbalanced skills”.

I play a lot of Reaper too. Actually I agree that Bunker tempest is really annoying to fight, but they don’t do good damage at all. Any bunker guardian or warrior who have even more blocks are just as annoying.
Eles right now are stuck into playing bunker because anything else they get 1-shot. The days of marauder d/d fresh air, s/d fresh air, zerk staff, condi d/d are all gone. Anet made all these builds nonviable because of the the might nerf to the fire line and the bolt to the heart nerf to the air line.
Reaper on the other hand has variety, you can play it celestial, viper, marauder, berserker. Everything works on that elite spec, it’s not cornered into bunker kitten.
I’m fully aware of all things. All my points still stand. Reevaluate your gear too in addition to talking about crit numbers.

As mentioned in our “Road Ahead for 2015” blog, our strategy for adjusting the meta-game in Guild Wars 2 after the release of Heart of Thorns focuses on releasing balance updates on a set cycle – each and every quarter.
Your strategy isn’t good.
First of all you need to fix broken skills that do 17-20k damage like Coalescence of Ruin or Gun Flame on the week we find out the issues, not 3 months later, because these press 1 button to win skills are ruining the game for everyone in the competitive modes.
Secondly, we don’t want “meta changes” where you are just stuck into playing the same build for 3 months. We want balanced skills so that we can have Build variety as it was promised with the new trait system. The players should be dictating the meta by creative thinking, Anet shouldn’t be dictating it for them and cornering them into meta-builds that they have no choice to run, as it currently is.
I’m fully aware of all things.

A current example of this is the bunker meta that has formed in PvP over the past two weeks across all tiers of play, from Amber Division all the way up to our Pro Leagues. We’ll be honest: we’re not happy with the current meta, and it certainly doesn’t do a great job of showcasing the things that make Guild Wars 2 great, namely our action-based combat.
While our post-HoT balance strategy is to deliver a major balance update every quarter, we do want to emphasize that if glaring issues arise during seasons we won’t hesitate to address them. To this point, on Monday we announced that we’d be making a few mid-season balance changes. After lengthy internal conversation driven both by discussion on our own forums and on other platforms, we have decided to implement one more additional balance change with this week’s update.
Mesmer:
- Well of Precognition: This ability now applies distortion instead of blur and prevents capture-point contribution. Casting time has been increased from 0.25 seconds to 0.75 seconds, and aftercast delay has been reduced from 0.5 seconds to 0 seconds.
A fair number of gameplay implications can arise from such a seemingly small change, so we want to be very clear with all of you regarding our intentions. First and foremost, we understand that this change may have impact on other areas of the game, and that is precisely why we’re viewing today’s change as a short-term solution. We’ll be revisiting all skills in our end-of-January balance update, and we’ll be sharing the specifics of the planned changes with you in early January. In the interim, because this skill will be classified as "no-cap”—meaning that it does not contribute to capture point progress—we’d suggest that you keep an eye out for mesmers using this skill in PvP matches, as they could potentially cause you to decap a point in a way similar to the stealth function. The change to this skill will now also prevent you from interacting with certain channels objectives, such as supply piles in Stronghold or the Meditation buffs in Temple of the Silent Storm.
This change will be included our in hotfix later today.

I just hope this change doesn’t affect raids. Please make “only PvP” changes before it’s too late. It will be frustrating if you make raids even harder because of something that’s not even related to PvE.
