The update will roll out when ANet decides to roll it out. All we know or are likely to ever know is the date on which an update will roll out. They never make guarantees on exact times.

But itll surely be after 11.59 AM

It could be as early as 6am, or as late as 4pm PDT. (Or any other time on the 15th, really, but that span covers when most patches have dropped.) Nothing to indicate it will be around noon. Do not mistake 11.59am April 16th’s last moment to procure the free Charges as having anything to do with when the patch drops. =)

I find this site pretty useful. You can set it up with your local time and PST and use it to quickly refer to.

One handy tool is included with Windows. You can click on time/date in the lower corner, and then select ‘change date and time settings’. Once that window is open, you can choose additional clocks, set one to Pacific Time (US and Canada), and voila!, it will show you ArenaNet time whenever you mouse over the time/date.

Will most likely introduce numerous problems too, so be prepared to play something else for the next few days/weeks

Expect a major patch like this to drop around 5pm server time.
