Useless junk
I don’t know many people who see any reason to hold on to them past level 40. What good comes out of pack-ratting them when there are Superior runes available at 60? You don’t need very many.

Maybe they could put an option on the inventory panel where instead of being deposited they are vendored. No matter where you are you could hit the button for ‘vendor all runes/sigils’ and they’d disappear from your inventory and the money gained would appear in your bank.
ANet may give it to you.
I sell all of the major ones instantly on TP because most of the time you get a tiny bit more than selling to a regular merchant. This ends up being a time/space saver if I’m in the middle of something and need space.
Mostly I just don’t salvage or open any bags until I’m done with a map and then park next to a merchant.

But you really can’t help but to salvage if they start dropping tons of equipments instead of bags
They can’t be deposited to the materials tab because they aren’t crafting materials. Firefox clusters weren’t added because they’re ‘old’ they were added because they are a crafting material and that’s what the tab is for.
And since they’re not crafting materials I’m not sure what good allowing them to be deposited would do, you’d only have to take them out again to sell them.
A much more sensible solution IMO would be to reduce the number of weapons and armour pieces that drop them when salvaged, since currently the supply far exceeds the demand.
I suspect Anet expected them to be much more in demand, but even people like me who level quite slowly probably don’t bother with upgrading weapons and armour until level 80. I certainly don’t, except when I get the account bound ones from level-up rewards. And of course once you reach level 80 you may as well go straight for the Superior versions.

I have two suggestions for improving the Rune/Sigil problem:
1. Make them salvageable for crafting materials. This adds a new source of the fine/rare crafting materials which will add value to even the least useful rune/sigil. Get a worthless Sigil of Icebrood Slaying? No problem, salvage it for either some Orichalcum Ore, a Glob of Ectoplasm, or a Corrupted Lodestone (with appropriate weighting). This would obviously require the non-craftable runes/sigils to have a salvage table added).
2. Make Mystic Forging 4 of the same rune/sigil return an upgraded version of the rune/sigil (i.e. 4 Major Runes of Strength will return 1 Superior Rune of Strength). This makes it easier to acquire some of the very expensive Superior runes/sigils since you can use 4 of the Major ones to get a Superior version.

One person’s junk is another person’s profit. I sell all junk items that can be sold. Those coppers do add up in the end….
