Short answer: Go into Fractals of the Mists, and kill things until one drops.

Seeking assistants for the Asuran Catapult Project. Applicants will be tested for aerodynamics.

Don’t expect it to drop every run. It’s pretty rare. But drops often enough for whatever you need it for.
