does this mean we can transmute our max lvl gear without paying for the fine t stones ?

and get the new version in PvE going forward ?

Transmutation Stones/Crystals, I presume, are being removed and replaced by Transmutation Charges. Changing looks will use one charge per change so, technically, not much is changing except the ability to collect and keep skins.

T Stones will convert 3 = 1 charge.
T Crystals will convert 1 = 1 charge.

Charges will be used to ‘transmute’ appearances.
