According to the Guild Wars Official Wiki, “While underwater, the equipped breathing apparatus automatically replaces the equipped headgear, so to maintain the same bonuses while underwater, both the headgear and breathing apparatus must be equipped with the same rune.”

I had never thought of this.

Um… what do you mean that it wasn’t hinted anywhere in the game that it got replaced? I ended up noticing it once my shouts weren’t clearing any conditions (missing 6th rune on water breather).
