Weapon Sets
Due to weapons being tied to skill availability, I imagine that they will not expand beyond the two weapon sets in GW2. In GW, you couldn’t change skills when you weren’t in a city, meaning that weapons were mostly aesthetic once you figured out what effects you were looking for. GW2 attached the 1-5 skills to each weapon for a profession, meaning that swapping weapons would change the available skills on the fly. Due to that effect, it would becoming increasingly hard to balance if players had access to more than two weapons (save for Engineer and Elementalists who, while only having one weapon, have access to multiple sets of skills due to class mechanics).

In GW on my ranger I had situational options available with weapon swaps , off the top of my head Vamp bow if low on health this limits options more in my opinion.
Those situational options weren’t tied to e.g. skill recharge time – and now recharges time for both weapons aren’t connected. It’s very different situation than from first GW.
Besides, as far as situational options go, you can easily grab some bundle ;P
Not sure what you mean by bundle?
E.g. ice shards, boulders, itd., that are found somewhere in the world. They actually replace some of your skills – and some are ever useful. (like the boulders used to knock Ralena and her lover down)
