They made a build change, that means it’ll have a new copy of the .exe file. Which is around 21mb.

This takes a patch with a size of over 28mb? I don’t believe it. Where’s the real patch notes?
Build changes always update the exe which is at least 21mb.
Size doesn’t mean anything, especially if you’re referring to changes that would take a line of code to make (aka less than 1kb), or maybe not even one if it changes existing code.
