What happened to the old outfits?
That’s not an outfit; it’s a set of armor skins (Flamekissed). And they were actually recently on sale, during the March sales. So, what you’re looking at on your character is just their armor, not an outfit.

Welcome back to the game, you’ll be glad to know that all the outfits have been placed into the outfit tab. Once unlocked, you are free to swap between all outfits you may have in your account. The game has been through quite a few updates since you last logged in, including a new expansion! So don’t worry, it’s safe and it’s yours forever to keep.
Okay so as I was writing this, RoseofGilead mentioned that it’s an armour skin, not an outfit.
Well don’t worry, because you now have a wardrobe where all armour, weapon and backpack skins are available for you to swap between. Unlike the initial transmutation stone item back in the day where you were forced to choose between a look and a skin, any armour, weapon or backpack you have in your inventory automatically unlocks into a new ‘wardrobe’. Other skins can be readily applied onto your armour at the cost of a transmutation charge. Any old transmutation stones were turned into transmutation charges (whether automatically placed into your account or simply converted into an item that you can use to obtain transmuation charges is something i dont have the answer to). Also, don’t fret, as everything in your wardrobe (armour, weapons and backpacks) is shared across the whole account, same thing with outfits.

Also you may have town clothes still sitting on various alts. What you want to do is take each alt in turn to the armor trader at a TP in a major city. The npc will offer to convert town clothes for you. This will turn them into armor skins in some cases (eg if you have the baseball cap from game launch) or tonics in others (eg the old cultural clothing like the human male vest/shirt/trousers). The tonics are sucky, you don’t get to pick which pieces go with which — the hoodie now has jodhpurs attached — and you can’t dye them, use them in combat, or even make them last longer than 15 minutes at a time. But at least your cherry blossom shirt or your hoodie isn’t totally gone forever. The tonics can be sold on the TP if you don’t care for them yourself.
