What if there was no loot at all?
GW was like that for armor. You had to collect certain mats and then take them to a Armorsmith and “craft” your armor. The only difference between armors was them being profession specific and the look. We did have to “farm” for the mats and for weapon skins.

Did they have a guaranteed drop?

I see no difference in your perceived token system and the currency system already in place. Except maybe the copper, silver, and gold coins have your face stamped on them instead of the BLTC?

I was going to say the same thing. They already made loot so scarce that you just save up tokens(gold) and trade it for what you want on the merchant(Trading Post). They just give you a “winning the lottery” chance at something special while collecting those tokens.
I guess my premise is really, there would be no more argument about rare drops. There would be no drops, rare or otherwise. Save tokens that were bound. Binding them, either soulbound or acct, removes gold selling as well. It removes inflationary selling, playing the market as it were, …and I just answered my own question because the proposed system would only work if they kept a constant flow of compelling content, which is not going to happen. Never mind, question asked and answered lol The current system is in place to try and keep us distracted so we forget how mind numbingly bored we really are.
Side note: Remember playing pc games, and we got a new edition/version/chapter, played it thru and moved to the next game, to keep busy while a new game or chapter is created? Seems we still do that, but we go from mmo to mmo, and bounce back and forth. LOL
