Sounds like someone leveling / gaining a skill point. Probably just reading scrolls out of their Bank to complete the Daily Achievement.

Doesn’t sound like a level up/skill point scroll to me. Those are more of a swoosh sound. This is a metallic thud sound, rather like a hammer sound.
I think that may be the sound of when a player double clicks on the temporary finishers that come out of the bags. I often hear that when running through the labyrinth and we take a break at a merchant.
