It’s that, and those dyes can be any color. Lumi armor glows so you could do a white/purple and get the same look.
The gloves and shoulders are radiant armor…the stuff you can get in achievement chests. At 3k achievement points and 6k.

Look towards the living story rewards to find most of it. The shoulders is from the AP set.
That’s the Carapace top, helm, boots, and bottom (light armor). The gloves and shoulders are the Radiant (something) skin from the AP awards. I’m not sure of the colors, but it looks like Celestial for the white, and maybe Electro Blue for the blue. Dunno what the raspberry color could be.

My guess. although I haven’t compared them side by side to be precise is that the purple around the hips is Morning Glow dye and the lines on the rest of the skirt is Violite dye. Wine ice may be the purple on the boots.

You need to go to the silverwastes and unlock Living World Season 2, which costs about ~800 gems. http://dulfy.net/ has guides for all quests and will make it a breeze.

The link to that armor set has links that show you how to get each piece. Essentially you complete all Silverwastes story mission achievements as well as complete collections for each.
As Kitty said, though, that isn’t the Lumi set. The Lumi set completely glows bright blue and any dye you put on it only slightly shades the blue. However, Carapace is what it looks like without the blue.
You do need to do LS2 plus SW for the Carapace pieces (and fight Vinewrath for the chest piece and hope you get three drops in less time than 80 kills), but you don’t have to go on and do all the achieves unless you want the Lumi as well.
Actually, it IS the Luminescent set, with Celestial white dye. You can tell by looking at where the white dye is tinted slightly blue in the darker areas. Also, the flower is glowing blue.
Edit: If I had to guess at exact colors, Celestial for the White, with Mullberry? as the pink-purple areas, with possibly Silver for the trim/metal.

Yeah, it is the Lumi set.
I’m amazed, I didn’t think it was possible to evade the blue. Especially that very vivid sash, I’d no idea you could get that color past the blue haze.
