Not really luck (other than not buying the Precursor right now). More like perpetual (or very long term) farming of gold or materials (or both).
Or you could just plunk down a nice chunk of RL $ on gems, convert to gold and buy one….(now doesn’t that make it, oh so, LEGENDARY?)

Recently crafted Twilight. Took me years to gather up the materials without directly farming for them. And then I had to directly farm gold for the precursor as there is no reliable way to get one that isn’t RNG (until expansion anyway—but we don’t know what the process even entails so..).
Outright buying one on TP will run you ~3k gold or so. If you have that, go for it. If you are like the majority of players who do not have 3k gold, google what the requirements are to make it and just make a nice long checklist for yourself. That’s what I did.
Takes a while, but it felt so rewarding to finally make it.
I will add, however, that a lot of people have that GS. In fact, more people than I wish had it because I know a lot of them didn’t actually craft it but just bought it from TP, which like Grimm said, takes away from the Legendary status of it.
But it still looks awesome on my character so I don’t care!

Y’know, even if the person wielding the Twilight “just” bought it on the TP … someone still had to make it in the first place. They don’t just magically appear for sale. Now perhaps some make them for the purpose of sale and would not have for personal use, so there are more in use than would be if they were account bound on acquire.
Even so, when you see a Twilight you know that someone spent the effort to make it, though it may not be the person you see in front of you wielding it.

Well of course, which is why it commands such a lofty price. But the ones who buy them like to act as though they’ve gone through some rigorous work to achieve it (the ones who buy gems to convert to gold that is—if someone farms for 3000 gold to buy one, then I can’t really fault them, because that takes effort as well).
