It was part of a living story. It worked, but now it is broken.
Steam portal made by scarlet for getting her watch-work armies here when that part of Living story was still there/going on. Anet decided to leave it as a “world changed forever” artifact of GW 2 days past.
Or maybe they are just lazy and forgot to remove it post LS season 1.

It’s nice to see remains of the old Living Story! It feels more… real like that.
Hopefully they won’t remove it and it’ll remain a part of Tyria’s history now.
