Eastern is always three hours later than Pacific. Always. They are in lockstep through the Daylight Savings changes. So if you are on the east coast, ArenaNet time is always three hours earlier than yours. Add three to their time listed for events, you’ll know your time.
I’ve lived on both coasts, I am on the east coast with family on the west coast, I am intimately familiar with the conversion. But really, since it hasn’t changed in the last fifty years (longer, but I’m about to be fifty, hey), it should not be terribly hard for east coasters to just one time learn “My time is Pacific + 3” and be done with asking.
It might help to think about the times listed in TV guides for eastern viewers: Eastern, Central, and Mountain, then one more for Pacific. Unless TV doesn’t do that any more in these streaming days.
