Guild Wars 2

Was doing some WvW today. I kept seeing this Charr Warrior. He was a ghostly black. Almost glowing.

Anyone know what is causing that effect? Tonic or something?

The electric charges come from the Legendary Sword Bolt

It still drops from trick or treat bags(or the amulet you salvage it from anyway) it’s just insanely rare.
