In short, why was their use deactivated inside WvW? If it was just the Whispers spy kit then why not deactivating that one alone?
I’ve never read any good reason beyond this choice.

I guess it’s kind of about balancing. When you go into WvW even at lvl 1 you are pushed to lvl 80 to try and balance it somewhat to have a fair chance. Lvl 1’s going in would not have access to these items or probably even about know them so this is probably why.

Also there are people who ONLY WvW so this would not be fair for them either since they can’t get these items in WvW.

Don’t blame me for how it is or try and shoot the messagenger that’s just why I think it is. :P

Since when did this business of being a hero become being a business?

I don’t think it was just the kit though.

There were a bunch of items that could be spammed to perma-CC players.

There were quite a few items that were very exploitable. I don’t think they could keep track of each one and how players found to exploit them so in the end I think they just decided to get rid of all of them to avoid future problems.

But that way they have also deprived us from using many items that would have been harmless and fun to use in WvW.

More or less they were used to exploit things. Simple.

Let’s see… Fireworks, transformation items such as the Dolyak Tincture or the Matlal Enchanted Pig Truffle, some attack items like Ascalon Tomes (those didn’t do much damage but they were indeed cool to use) etc…

Even if they were exploited, this is a very poor way to deal with them. Is it that hard to fix them?
